So you can 'cool' your public building to 80 degrees F. Nice. So refreshing.
Also in place for the winter is you will you be allowed to heat your public area to the mid 60 degrees F. So toasty.
Think about it. This is a first world country, one that formerly controlled much of the Western Hemisphere, toppled the entire mesoamerican dynasty, and has a thriving tourism industry. Spanish history is filled with glory and conquest. Now they're limiting energy so they can keep the lights on.
Soon these rules will be applied to people's homes. It's only a matter of time.
Germany is already going down this path. They're running out of firewood, burning coal like it's going out of style (so GREEN!!), and just recently decided to recommission some of their nuclear fleet. For them it's all about the winter. Germany: Have fun staying COLD.
I think the ruling class there doesn't want to get Sri Lanka'd.
We'll see how things go for the next 2 months in Spain. It's really hot there in August.
